Negligence Allegedly Contributed to 31-year-old’s Death, Anderson County Inmates Claim

Isabella Mendes On April 17, 2017, 31-year-old William “Chip” Brown III allegedly died while incarcerated at Anderson County Jail. He was at Palestine Regional Medical Center in Palestine, Texas, when he was pronounced dead. An autopsy was done, and natural causes were determined to be the reason for Brown’s death. Texas Rangers did an investigation and came to the same conclusion. A grand jury in Anderson County found that the local jail was not guilty of criminal activity in connection with Brown’s death. Inmates at the jail tell a different story. They claim negligence contributed to the fatality.

A local newspaper sought entrance to the jail for the purpose of investigating conditions inmates described, following Brown’s death. The request was denied by Anderson County Sheriff Greg Taylor, due to liability concerns, Taylor said.

Thirty-one-year-old Jamaal Arthur, a former inmate, claims that jailers allegedly ignored a request for medical help for 45 minutes. He alleges that jailers don’t make their rounds and also didn’t respond to Brown’s requests in time. Arthur also says he heard Brown, his cousin, choked on his tongue and had a seizure.

Julian Williams, age 35, is also a former inmate who alleges that the jail staff doesn’t provide medical attention, unless it’s delayed.

Inmates also claim that the unsanitary jail reeks of urine.

Taylor made no comments about jail conditions, in response to above-mentioned claims. He did, however, say that the jail meets state standards every time there is an inspection.
